FOXTON PARISH COUNCIL MEETING MINUTES (NO. 114 ) Held 9th June 2008, 7pm, at Robert Monk Hall Members Present: Cllr M Wright (Chairman) Cllr M Ward (Vice-Chair), Cllr K Farnsworth, Cllr M Hadley, Angela Hall (Clerk), B Pain ( District Councillor) Mr R Jones (item 4) . 60/08 Apologies Cllr C Holt, A Cooper 61/08 Minutes The minutes of the meeting held on 12th May 2008 were agreed and signed as a true record 62/08 Declaration of Interests Cllr M Wright - any items relating to the Robert Monk Foxton Charity and the Foxton Society Cllr M Ward - any items relating to the Foxton Society Cllr M Hadley – any items relating to the Foxton Locks Partnership 63/08 Public Speaking Mr R Jones from Foxton has expressed an interest in being a Neighbourhood watch coordinator. He had received a pack of information containing a questionnaire to be circulated to residents in order to gauge the level of interest. One contact person for every 10-20 households is required. Mr Jones volunteered to coordinate distribution of the questionnaire and will aim to get responses back before the next Parish Council meeting on 14th July. 200 copies would be required. RESOLVED that the Parish Council would fund the costs of copying. Highways 64/08 Highways List It was reported that the drains had been unblocked. 65/08 Cllrs Wright and Ward reported back on the meeting they had attended at Croft with Dave Marshall about the village signs and options for redesigning these had been emailed to everyone. RESOLVED to use the original design in enamel. Clerk to contact D Marshall and send a copy of the original design. 66/08 B Pain reported that he had emailed C Howe about various ongoing issues and also to express concern about the lack of communication and response. He will write to Sue Smith asking for advice about better communications with Highways and also about making a complaint. Cllr Wright will complain by letter to J Sinnott (Chief Executive Leics CC) and copy to P Callis (County Councillor) 67/08 Gumley Road/Gartree Crossroads Discussion took place about changing the priorities at this junction. Previous requests to do this have been refused. Cllr Hadley will search for past correspondence on this issue. 68/08 Environmental/Waste Matters Nothing to report 69/08 Utilities – Anglian Water Nothing to report 70/08 British Waterways It was reported that British Waterways would charge £300 to put up a sign near the Old School. This was noted. 71/08 Standing Orders The amended document was adopted and signed. 72/08 Update on Play Equipment The order has been placed and delivery is expected in 4-6 weeks It was also noted that previously the PC had agreed to contribute £3000 to the Robert Monk Trust towards making a basketball pitch. Work has not started on this due to planning delays. RESOLVED that Cllr Wright should ask for a final date for completion of works or confirmation that an order has been placed at the RMT meeting on 11th June. 73/08 Enforcement at Shoulder of Mutton It was reported that a council officer Dean Biddle had visited the Shoulder of Mutton several times but had failed to get a response. The owner has requested information about council policies and officers are following this up. 74/08 Village Walk The Parish Councillors need to suggest some dates to D Lewin for the walk. All to email Cllr Ward. Planning/Development 75/08 08/00493/CON Mr D Carleton Demolition of single storey side extension, 9 Main Street. WITHDRAWN 08/00491/FUL Mr D Carleton Erection of two storey side extension 9 Main Street WITHDRAWN 76/08 Airfield Farm. It was reported that Airfield Farm would be discussed at a meeting of the Planning Committee on 10th June. Cllr Wright had given notice that she would speak at the meeting. Issues causing concern include routes to be used by heavy lorries accessing the site, screening of the site and 24/7 working. Cllr B Pain advised Cllr Wright to attend the meeting and speak and he would contact the chairman of the Planning Committee concerning these issues. All Parish Councillors were in support of this. 77/08 Canal Marina. Certain issues were raised. The Environment Agency has objected to this planning application because the risk of flooding has not been addressed and a report has been requested. There have also been objections from a number of Parish Councils and 66 letters of objection. Other concerns include increased traffic and the size of the development which does not conform to the District Plan. RESOLVED to leave the Planning Committee to discuss the concerns. 78/08 Wind Farm. Cllr B Pain reported that impact assessments will be done and a planning application for an anemometer will be submitted soon. Items for Urgent Attention/Discussion 79/08 Clerk’s remuneration. Cllr Wright would arrange a meeting to discuss this. 80/08 Clerk to write to BT about the removal of the phone box and to ask if they would donate it to the village as a playground item. 81/08 Accounts Harborough District Council – election expenses - £764.03. RESOLVED that as there had been no reply to the letter querying the admin charge added to the invoice, a payment less this amount would be made. Clerk to write another letter explaining this. A Hall Clerking and expenses for May - £266.92 82/08 Correspondence An acknowledgement of receipt had been sent from English Heritage with regard to the application to have the old primary school building listed.
